An Independent Institute for Iran's Future
Three principles govern our work. First, the strict distinction between the regime and Iranian society: pressure must target the structures of capture, not the population. Second, the primacy of Iranian political sovereignty: the transition will be written by Iranians, within a pluralist constituent process gathering every democratic current. Third, the conditionality of international support: sanctions and financial leverage carry strategic meaning only when articulated to a political perspective. Pressure, humanitarian lever and transition perspective must form a coherent triptych, calibrated in time and in targeting. We analyze, prepare, and coordinate the pathways of Iran's transition from dictatorship to democracy, with rigor, independence and accountability.
Beyond immediate strategy, DORNA serves as a long-term incubator for democratic initiatives, nurturing the expertise, institutions, and civic frameworks that will be essential for building a stable, pluralistic Iran. By bridging diaspora knowledge with on-the-ground realities, DORNA lays the groundwork for a democratic future that is both credible and sustainable.

Convergence of Societal Capacities
Establishing alignment among civil society, the administrative and executive body, middle management, and specialized forces to provide a secure and reliable platform, so that these capacities can play a transitional, stabilizing, and responsible role at the moment of political rupture.
Mobilizing International Cooperation
The path to regime change becomes understandable and reliable for the international community through institutional, technical, and supervisory guarantees. The goal is to reduce the costs of change, prevent destructive intervention, and pave the way for Iran's return to the international order within a stable, responsible, and multilateral framework.
Coalition Building for Democratic Governance
Forging principled alliances among the diverse forces driving political change today — while incubating the institutional frameworks, civic coalitions, and governance models that will shape Iran's democratic life tomorrow. DORNA acts as a neutral convener, facilitating structured dialogue between political actors, civil society leaders, and technical experts to build the broad-based consensus required for a stable, pluralistic, and accountable post-transition Iran that serves the best interests of all Iranian people.
