Coordination of Domestic Capacities
DORNA serves as a coordinator of capacities that remain active inside Iran but whose ability to act has been severely constrained under current conditions.
We support these actors in assuming a transitional role at the moment of political rupture and work to prevent the sudden disruption of administrative and professional chains—particularly those with no record of collaboration with the current regime.
This includes:
• Civil society
• The administrative and executive apparatus, especially mid-level managers
• Professional and technical forces
• Independent economic sectors and ethical professional groups
Societal Empowerment
DORNA actively works to strengthen the practical capacities of the people through:
• The production and dissemination of educational and operational guidelines
• A focus on increasing resilience, awareness, and the capacity for civic action
• Responsible public information in conditions of psychological warfare, security pressure, and censorship
• Support for the preservation of access to reliable news and information
Crisis Management
DORNA operates as a political crisis-management office by:
• Analyzing crisis conditions and identifying points of political rupture
• Designing minimum viable mechanisms to preserve the country’s critical functions during the transition period
• Helping to prevent administrative collapse, the breakdown of public services, and social disorder
• Building preparedness for unforeseen conditions and high-risk scenarios
International Consultation and Diplomacy
DORNA is actively engaged in international consultations with diplomats and decision-making bodies, and in shaping discourse within research centers, think tanks, and international media. These efforts are directed toward aligning the international community around the process of regime change in Iran, with a focus on reducing concerns over instability and contributing to the redefinition of Iran’s future relationship with the international order within a responsible, multilateral framework.
Analysis and Strategic Scenario Building
One of DORNA’s foundational activities is the systemic analysis of Iran’s political and social conditions, as well as intelligence-based analysis of political actors inside and outside the country.
The resulting strategic scenario-building is designed to support decision-making and to transform reactive activities into effective political agency, both in the international arena and within Iran’s domestic political landscape.
Iran Observatory
Continuous, daily monitoring of the situation in Iran, producing and disseminating verified information and analytical assessments on a sustained basis for the international community.
The primary audiences of this observatory are diplomats, international analysts, decision-makers, research institutions, and foreign media outlets.
